Few public universities take tuition fees during pre enrollment like May be 150-200 euro. If you are winner of scholarship you get it back. Now about large chunk of fees or for universities when you arrive in Italy. So if you have applied for scholarship you don’t have to pay until result is out, once result is out you can see fees to be paid on your student portal .
