This discussion is ridiculous because the power levels are one of the most retconned things in dragon ball. It is confirmed in the BoG movie (which is canon) that Goku got Beerus using 70% of his power. Goku has since mastered God, Blue, Blue Kaioken, and Ultra Instinct. There is literally no discussion to be had. Goku has been stronger than Beerus for many years now.
