The problem with this many characters is that it'll end up like MVC2 where out of the entire roster there'll only be 7 or like 10 characters that are viable or just better than everyone else. And nowadays there isn't a demand for dream match fighters cuz every fighting game has to be Esports ready to make profits.
I recommend that you use Unverum, it takes care of opening the game with the mods, so you don't have to move folders when you want to play without mods... there are tutorials on yt
