even i do this... i collect the flags if it is lying on the road or been trashed . . till now even i don't know what to do with them n i have plenty...

you can bury them in ground. it will start acting as an organic manure for the ground after some days when decomposition starts. also if these are plastic made flags then don't bury them. give them to rag pickers around you. they usually provide old plastic polythene etc to recycling plants
do not burn them it will create more pollution.
