I disagree on the department of education. It was effected by the pandemic there were lock downs and a increase of online curriculum. There was also a increase in home schooling. I am not sure if the department is responsible entirely for test score failure. Actually it needs studied and we need to make changes increase of summer schools. We won't know until it is studied by a multi disciplinary group. The states re allocated tobacco money incorrectly. It has been heavily researched what state legislatures do with money. There has to be federal safe guards. After study they may need more money. To make up for the pandemic.
