Get the camber upgrade and then select the car and press tune car after that you see all the options for your car to be upgraded at the bottom of screen you'll see a spring click it and there you go

you get into game. Then just tap ur car. Then at botton of ur screen u gon see a suspension looking button. Tap that. To open it its gon cost like 100k or sum like dat and then u can change it
