Mike Brown is 84 years old. While he's still officially the Bengals GM he's been delegating more responsibility as he gets older. If Burrow has what it takes to succeed in the NFL, he can succeed anywhere in the NFL. Every NFL team has the same salary cap from which to pay players drawn from the same talent pool. Any coach on the NFL level can win with the right quarterback. The Bengals went 12-4 as recently as 2015, with Andy Dalton at quarterback. Joe Burrow only has to be better than Andy Dalton to have a decent career.
Someone needs to say it so it might as well be me. Joe Burrow must go to the Bengals. He also needs a major endorsement deal with some big company that advertises on television. He could appear in the commercials alongside former Bengals quarterback Boomer Esiason. At the end of the commercial, Burrow could be telling Esiason, "Okay Boomer."
The Patriots would have to give the Bengals a trainload of picks to trade up to #1. But yeah, the Pats would have been better off tanking to 1--15 in 2019 to get Burrow. But 2019 was the Bengals' year to tank.
