Soup Nazi wasn't supposed to be the hit of that show, also it's kind of hard to sell to advertisers that your comedic foil for Elaine is joked as a Nazi like dictator.
I know this comment is 4 years old, but I think that plot line was great because I can relate to Elaine and George in that I HATE couples who do shit like that in public (acting all cute, giving each other "cute" nicknames, kissing/making out in front of everyone). Those couples are the worst.
You can kind of see here that someone at Seinfeld likely said, "Keep those dumb crossovers away from us," which probably made a lot of sense...
