Hate? Which lines do you mean? I recall that Liliya is cautious towards Veliona, Liliya notices the differences in Seele, and say "As long as you don't hurt anyone, I won't stand in your way.". While Rozaliya doesn't notice and just treat her like the usual Seele.

It’s not a chapter but it’s a Starchasm Nyx Event story.
It's the Blackfrost Blaze (temporal event) mini-story. I've heard that in v4.9 they will put this part on Chapter 23 (or 24) so if you want to play this by yourself just wait until v4.9 arrives.

This was the follow up mini chapter after chapter 23 which was introduced as an event in the Nyx release version (4.8). I guess they never added it to the main story

The name "Veliona" was taken from Stygian Nymph's and Shallowtail Phantasm's ultimate description, and the fans just agreed to call "Seele" that to differ her, even there's a post on Honkai Impact 3rd channel when they repost fanart like usual about Seele and other Seele but in the description they call the Seeles as =
