Yes however the sheriff's department has more ground too cover then the police department. The sheriff's departments patrol the city and county while the police department only full time patrol the city and some highways but most highways and interstates are covered by the state police which has more power then the sheriff and police departments combined. And the FEDS FIB/FBI SWAT AND MILITARY covers most highly tactical situations.
