The voltage needed to jump an air gap is about 1mm/1000V, so you should not come closer than 40cm (for 400.000V), but since the voltage between him and ground are 400.000V / √3 ( 230.000V) you only need a gap of 23cm, in safety standards you should keep 5m distance though
