Somewhat, it helps Herta catch up with the rest despite using atk boots, but I think 4 Duke with Spd boots is prob just as good here. The thing about Wind set is it's hard to measure exactly how effective it actually is, even more so if you're taking advantage of RNG sources of energy or have access to other sources of AV boost. So a 4 Duke with spd boots is gonna be more consistent overall.
