Something really needs to be done with the localisation. Maybe they should hire better people to do it, because those subs can be misleading. They should hire you. lol

As a rule of thumb, if your game isn’t getting dubbed, you must translate the dialogue as accurately as possible if the scene is fully voiced. The most spoken language in Monaco is French, All official documents of political and legal institutions are in French. Italian and English are also more spoken than Monegasque. Also Lily's father is probably not originally from Monaco, he probably moved there like most of the residents of Monaco.
Sadly, Monegasque just remains a language of culture rather than practicality. Yes, children schooled in Monaco probably learn it, but I doubt many take the opportunity to do tertiary education in Monegasque. Given Monaco's proximity to France, it's no surprise that French dominates while Monegasque remains "the elders' language," except with surprising governmental support for the language as opposed to France's approach to non-French languages.

The reason the subtitles are off is because the spoken lines are translated directly from Japanese into each language, while the written text is first translated from Japanese to English, then from English into every other language. Since Japanese is linguistically very different from Western languages, similar translations are very unlikely, thus the lines end up varying drastically from each other

One thing I love about the Tekken universe is how everyone just seem to understand each other, regardless of the language they speak.

Prob not but they can add some native sayings cause with them all speaking English it feels stereotypical
Soulcalibur did it for a brief amount of time (Soul Blade, SC1) only to permanently switch to either all japanese or all english for SC2
