I think this version of william cant control his murderous tendencies. Did you notice how his eyes turned red everytime he got hostile and killed someone. And when he was in the bathroom looking at his blood soaked hands I cant help but think he regretted what he just did.
I think it's more that he literally has no control. The series is called Two Evil Eyes, and it seems they set him to Kill Mode whenever they land on a target. I'm not 100% sure that's regret William's feeling and not instead confusion. I got the impression he kind of blacks out when the eyes go red, so when he was looking at his reflection and seeing the knife in his arm he was probably thinking "what did I do now?"

for some reason I like Mrs Afton's design, it's not for that You guys get angry or something like that, it's just that I see it very well done, but because of how she has her eye, it worries me a lot, I don't want to imagine if I stay that way because of her death or because of William... anyways, well done with the design of the aftons :D
