Certain tracks have timed triggers for map elements (think the waves on ribbon road). So for example, you can actually be 'too quick', getting to a ribbon wave when it's not trickable, hence losing the time you would have gained by tricking. This means that although you got there quicker, you will ultimately finish slower than someone who got that trick. This is what's called a 'pace lock'. I hope I explained that well.

basically any track hazard or obstacle that has a timer(for example a thwomp) which can slow you down no matter how fast or slow you may be
