Now about the Cartels, that is a whole different story. The cartels are way larger than you might think. They aren't gangs like the ones you find here in the U.S.. They are organized crime syndicates that have armored vehicles and military grade weapons. The government doesn't let them exist, they are forced to let them exist. The cartels are imbedded into society. They aren't set up out in the desert or the forests where it would be easy to take action against them, they operate in residential areas where the military and other governmental forces cannot risk civilian casualties.
