Survs get sweet extra time to do more gen progression before attempting a save. He could have had better than 1K if he didn't lose precious time at 16:00. Notice how he only began to get pressure when camping the Steve on his second stage. That's when survivors drop all they're doing for desperate rescue, the camping tactic gets really effective then.
