If I was SC / ST category then India is the best..being General category Survival is a question in our country..? Here in US, the law is same for all.

There are more alternative countries in my opinion to complete your masters. EUropean countries like Germany might become a very good alternative in coming years. Language is the only barrier to pursue higher studies in Germany.
