India is working with singapore on deep sea minerals exploration for critical minerals in indo pacific region . Though some problems occurs because china claims most territory as their own and coz of dispute in indo pacific region

In case of andaman & nicobar, project isn't feasible. Oil & gas present at deep sea off shore locations. Location of reserves are too deep. Such deep drilling is rare in commercial oil buisness. Beyond that India dont have the required technology to drill upto such depth & setup oil rigs...

Simply because we "don't possess" that Technology and we need to buy from them. This is the biggest lacuna in India . Among the "leading" countries, India has the poorest record of producing any "original" that can be called Indian whereas most countries in the West have (possessors of) one or more Technologies. Indians are yet to know the difference between "producing" (making, manufacturing or fabricating) something in a factory (that anyone can do) and "designing" one first, so that it meets certain global standards with high reliability (it shan't fail in 99.99% of time). If India can do that, the world will buy Technology from India. India is Technology-dependent on other countries (India, of course is better than some 150 countries of the total 195 UN member countries).

software to bahut ho gaya (in my city Hyderabad, one in every educated families has at least a son or daughter in America, mostly doing software job). magar koyi bhi "production" ka naam tak nahi leta. Jo computer me maujood hai, use kuchh "cheeze" ka roop to dena hainA! We need "production".

Each such "fab" costs $½ billion, upward. Also you need to find a market for the "chips" you make/fabricate/manufacture/produce. That means it should meet the laid-down standards world-wide & guys abroad must want to buy it (else all goes waste).
Most MoUs we sign are not worth the paper it's signed on. Nothing happens on most of them. The MoU to project ratio is abysmally bad.
that's why we india directly can not compete with USA...we need to grow first

Usa did the same, it let uk, France and germany fight it out and did its development in isolation.

Above intent and determination (that we too have in abundance and only "intent and determination and nothing else) PRC has the most awesome fab facilities anywhere in the world. It is the world's "factory" for a good reason. It single-handedly produce most chips. Though the produce goes in the name of "Taiwan", they produce in PRC "on fabrication contract" basis.

Seems like we are in a panic mode, as the numbers (in IAF) are dwindling. It is because of the cascading effect over many (about four five decades of inaction & non-procurement in "bulk"). The only option in our hand is to step up the manufacture rate of the existing Tejas (whatever be the Mark) production line. Instead of quibbling with Technology (fitment of the latest equipment - communications, navigation, Radar, weapons & weapons control) the finished units can be delivered forthwith with whatever equipment is on hand (being produced in HAL &/or BEL) and resort to "retro-fitting" later as & when the new equipment/accessories are made available.
Meanwhile the developmental work can proceed apace, with no tight controls on top. as development is never n "on the order job" tht one needs to adapt for a finished (fully "deigned' and tested stores). For insatnce, look at the "Kaveri" program that was "ambitiously" integrated with LCA? Tejas development but in the end "KaverI" wasn't developed, but it can't be thrown like the baby with the bath-water. In "Ab Initio" development (it goes to strengthen our resolve & Atmanirbharata) patience & perseverance are utmost important. Doubting Indians must appreciate this. A glance at our past record, reveals that we came up with the right product, albeit belatedly.
