I mean, i don’t think that it’s really that much of a balance problem since most dps don’t actually want Kazuha and Xilonen together for their best teams, the only exception that i can think of is Neuvillette whose best team now is him, Furina, Kazuha and Xilonen, but even Arlecchino’s "best" team isn’t both of them together as far as i know, it should still be herself, Yelan, Kazuha and Bennett
Depends, dpr might be Xilonen coz of her skill's uptime doubling that of Kazuha's and if there's multiwave. But when it's swirlable, and single target, maybe Kazuha but it's just too tight to say coz of the diff. comfort that they give. Like for e.g. in ASIMON, when u have like c2 Arle, and u can easily 1 rotate the 1st phase with Kazuha, but when it drop the mobs, no swirl anymore no ER, or skills might be on cd, but with Xilonen upto 20 sec. window given that u can clear it within 40 sec. is just too clean.

I also heard someone reccomend using thriller tale (im not sure abt the name but it gives quite a lot atk bonus for the next character u switch to) on Charlotte if her ER and ATK are enough. That will buff Navia even more. Hope this help :)
