@@py7432 the only asean i know who support the philippines claim in the disputed waters is singapore. Pretty much else is silent about it due to economic ties with china.

My suggestion maybe absurd but to tell you honestly if there's a government company that is trustworthy to Filipinoes that could invest their money for businesses that the government may undertake. Filipinoes can be benefited in the country rather than other countries companies.
But sad to say there's an issue of corruption that's why we can't trust whoever managing it.
