    What exactly do you mean by maintaining "political homogeneity" 6:46. I understand what homogenous means but when you pair the word with political what exactly does it entail? You further state balance, but balance of what? Do you mean powers? ( you have not stated that). Does the maintenance of this so called balance equate to maintaining political homogeneity?

      No , PM CM salaries are decided time to time by parliament . Judges salary is fixed by constitutional law , They cannot be changed by parliament . You can ask me that , Through constitutional amendment act , Parliament has right to change salary of Judges ?( Yes it can be changed But according to article 221 it depends on judges , they can accept if they satisfied (or) reject if they not satisfied ,Judges has right to declare the Act as void if the act violate the provision of constitution)
      Example: Parliament has passed National Judicial Appointments Commission bill and it became act , this commission is for appointing judges of supreme court by replacing the old appointment process through Collegium appointment of judge process , Even though bill passed and it became act , The supreme court said that the new appointment system violates constitutional province of independent of judiciary and supreme court declared the new appointment system as void or you can say scrapped . So old system is followed .
      (Reason 1 ): 221 of the Constitution of India, the salaries are paid to the judges as determined by the Parliament and they shall not be varied to their disadvantage after the appointment.
      And also the Salary comes from consolidated funds of India . What is consolidated funds of India (you can google) but I will write the important point below relating to the salary of Judge , It will show you that the salary cannot be stopped by parliament through votes and also read the exceptions it written below.
      (Reason2): The disbursements charged on the Consolidated Fund or Charged Expenditures are non-votable charges. No voting takes place for the withdrawal of these expenditures from the Consolidated Fund of India. These charges have to be paid whether the Budget is passed or not.
      (exception): Under Financial Emergency following consequences may arise:
      Central government gets the right to cut salary and perquisite of Central or State government Employees including judges of court. ( So only during financial emergency salary can be cut by parliament )
