As per the line in NCERT, it's said that Agrobacterium, as a pathogen used to specifically target and harm dicot plants by converting their normal cells into tumour cells. However, after it was genetically modified into a cloning vector, it was able to able to act as a vector for not just dicot but also other plant varieties like monocots.
So, in summary, as a pathogen it affects only dicot but as a cloning vector it benefits all kinds of plants.
