Is the size E hook correct? I am finding it very difficult with such a small hook

Yes, size E hook is correct with a 4 weight cotton yarn. You can always go up a hook size, but the final measurements of the sunglasses case may be bigger.

12 total double crochet - chain 3 (counts as a double crochet), 2 double crochet, chain 1, {3 double crochet, chain 1} and repeat

I would be nervous that the acrylic would scratch the lenses. This probably works better with cotton.
