The main reason is that ioki is a support main who mostly buys the haste boots for the summoner spell haste which in the arena doesn't do much. As your summoners are often locked to rounds. And for a lot of champions Move speed and pen is just better than haste. But spell casters who love spamming abilities or sustaining from them can get a lot of haste early with haste boots and thus getting the build online earlier
