Monthly maintenance is going to be very high. Was full energy conservation measures implemented in the design stage? Keeping such a facility closed is itself a crime. MC Jaffna will never be able to pay for the monthly costs unless enough money could be generated. May have to open many rooms to the commercial organizations so that they can get some monthly revenue. Open the reading room facility immediately to students by providing a number of computers with good internet connections. Hope the high commission will look into these. It must be a model place to show to conserve energy
