    How did the babies come to be on the steps in the freezing cold. Risky. What if he didn't arrive when he did?

      One must use his or her imagination. That’s what I learned in the 6th grade many years ago. Somebody obviously left the basket with the babies. It was done quickly and unobserved. Plus the billionaire had a staff that would have eventually noticed the babies’ cries. Use your imagination when you read.
