I don't see the connection between the number of 14 hosts and increasing the number of borrowed bits from 3 to 4. With 3 borrowed bits you can have 2^5 = 32 hosts in each subnet, with 4: 2^4 = 16. So if you take 4 bit, you won't be able to add any new hosts to the subnet 2 (R3-S3-PC3) and this is not very prospective.

Why did you borrow 4 bits not 3 bits?
