Interesting! I'm from Oregon, USA. We've places where older rocks are now under younger ones. Some of our beaches are like the story told on your beach. Now there are signs warning of tsunami zones.
Reminded me of the papa boulders on the farm i grew up on. Big balls up to 3 - 4 metres across with lots of shells in them - along one creek.

Would it be illegal to take a small pick and have a look with little damage for interesting fossils?
it's legal to collect most fossils from public beaches without tools :)
Is this Waihi Beach or Taranaki? Opposite sides of NZ :)
Sounds to me like our sea level rise is just part of nature's patterns...
