Rukako's character...sadly doesn’t add too much to the whole narrative other than for the IBN 5100. Seeing that Rukako wanted to stay as a girl that badly, they could've just sent a D-mail to the past Rukako to be extra careful with the IBN 5100 so that it stays in functional condition without having to change them back into a guy. I also think the show never explains how exactly Feyris and Rukako were able to obtain memories from the original world lines they came from.
No, the D-mail couldn't work, as either way, they had to undo Ruko's message and change her back to a guy in order to return to the original world line and prevent Mayuri's death which is the main reason why Okabe went through all this trouble in the first place.

@@Loner098 In terms of the memory thing, I think it's implied that a person can regain their memories of a previous timeline when given enough info about the past and thier past actions in that time line, slowly causing them to regain thier memories over time. We see this as Okabe explains to Feyris and Ruka about thier past life and the d-mail that they sent in that original timeline, and as a result they slowly start to remember.
I think it lies with who sent the d-mail. Ferris sent both her d-mails (you can see her phone is white while okabe’s is red) so she can remember the previous worldline. Rukako sent her d-mail to turn into a girl but not the one to turn her back. That’s why she has memories of being a guy during the date, and forgets them after the d-mail to turn her back into a guy.
