I've never seen this type of crocheting, but this is what it looks like to me: Using a size 1.3 mm steel hook and using #10 Cotton thread, make slip knot and ch 6 or 7. Starting in 2nd ch from hook, pull up yarn and leave on hook, repeat for each st on hook. Then pull thru 2 loops at a time until you are at beginning of the row. (Kind of like when you do a triple st and pull thru 2 at a time.) Do this for every row until you get about 4 inches done. Glue little "TP roll" on your "paper" and place on ear ring. I may make some of these and have them as ornaments on my Christmas tree to commemorate 2020. I hope you can follow this and see if it works while you watch the video. Hope I didn't miss anything. If you have some one of those old brown paper grocery bags of some of that type paper you could make one. Brown cardboard stock paper would work also. Scrap booking section at the craft store like Michael's would have it. Just wrap it around something to shape it into the roll and glue it shut. Just my thinking of what I would try.
