The idea is to bring stem cells and cell-based products under legal regulations:
Scientists have been seeking this for a long time ... because of its potential for misuse and the danger of exploitative stem cell treatments that are used on unsuspecting patients even before they are evaluated and proved fit to be be used.

Sir it's drugs and cosmetic rules 1945 NOT 1940.

The rules for classification of drugs and other related things have been laid down later in 1945 under the Drugs and Cosmetics Act, 1940.
The information on rstv is not wrong on this context.
