Miami Nights 1984 - Keep running

Miami Nights 1984 is the alter-ego of Michael Glover, pioneer of the Outrun genre, that later came to be known as Synthwave. His Turbulence album was a huge success in the scene. He’s leading the forefront of the scene and founded together with Lazerhawk the first Synthwave label: Rosso Corsa Records.
The anime is A.D. Police: To Protect and Serve (アドバンスドポリス, Adobansudo Porisu), a 1999 cyberpunk anime television series. The scenes are from episode 4.
