Scott is, indeed, speaking Italian. Or I should say singing Italian. I believe (but am not sure) that this is a nod to Andrea Bocelli who, along with Celine Dion, has, likely, the most well-known cover of this song. Andrea (yes, pronounced just like the English girl's name) Bocelli is a classical Italian singer. I recommend Andea Bocelli highly if you've never heard him. He has a beautiful voice. But a tip--Andrea Bocelli is blind, so he doesn't really "look" at the audience.

I would have a really hard time deciding between the original (I am a huge Andrea Bocelli fan) and this one. Both are spectacular in my opinion.
