Yes you can do that , no issues but time lag sakta hai so you have to be patience.

check stamp expiry date on passport , if it valid then you do not need, otherwise get a trv stamp first

Hnji kar sakte hai as long as unke pass valid permit hai , either its study permit or work permit . Toh trv india se bhi apply ho jayegi
