DS1 locks the framerate at 30 fps. It isn't a port issue, it's like that on the console as well. You can unlock the framerate with DSfix, however, this can cause you to clip though the elevators as you ride and fall to your death. Enjoy!
About the deus ex one In the first and the third game it is justified by plot reasons why your abilities are disabled from the get go. In the first one you are just an alternative to Paul who was already going rogue on UNATCO so they didn't want to risk it with Denton in case you manage to bypass the killswitch(you do). In the third game your body is getting used to the military grade augmentations added to it so they don't enable all of your abilities from the get go.
Regarding the tutorials in games question, best one I saw was in Tachyon the Fringe, where you as an experienced pilot are helping evaluate a novice instructor.

I'm 100% certain you can get Dark Souls 1 to run at 60fps, you'd need a thing called "DSFix" to allow it to break the 30fps cap. And obviously the best game to start with for a new Souls player would either be Demon's or Dark Souls 1, I felt DS2 was alot "Cheaper" than Dark Souls 1 which in my opinion was way more "Fair".
WhiplashGames ladders, worse jumping and worst of all, screen tearing for no apparent reason. you have to set your fps higher than 60 but it eventually comes back, for some reason.
The framerate on PC is bad even with DSFix. Also, sliding down some ladders causes you to fall through the world in some sections of Undead Burg and Tomb of the Giants.
I've never experienced the "Falling through the world" with Ladders, but I did know about the Jump Distance, but really the only place you need to jump is to get back to the Undead Asylum, and it's not impossible to do at 60fps, just a bigger pain in the ass.
