Can someone explain Part 4 number 1 to me? I can't understand it at all.

Woman want to tell the man that he can put the bag at overhead.
1.上の鞄の方がいい？ Would you like the bag above better?
2.鞄乗せたら？ Why dont you put the bag overthere? ( 乗せる means to put something above something )
3.網棚に置くつもり？ Are you going to put the bag?
the 2. is cleary the correct answer but what could make you confused could be the meaning of 乗せる i listed above or,
-the grammar たら？ which is shortened from たらどう？ that means " how about, why dont you ".
