Number 1 should be Kakashi. Kakashi is the best lightning user since he has the most lightning style jutsu with the most tricks. He’s not the strongest lightning style user to be sure, but would you say Naruto is a better lightning style user? Same with Sasuke. I can count the times Sasuke has used Chidori in Boruto with my hands. He mostly just covers his katana with lightning, and his strongest abilities are his Doujutsu hacks and his six paths enhanced chakra and body. Kakashi is nearly the only guy out of the strongest lightning style users that actually still use proper jutsu.

Number 1 should be Kakashi. Kakashi is the best lightning user since he has the most lightning style jutsu with the most tricks. He’s not the strongest lightning style user to be sure, but would you say Naruto is a better lightning style user? Same with Sasuke. I can count the times Sasuke has used Chidori in Boruto with my hands. He mostly just covers his katana with lightning, and his strongest abilities are his Doujutsu hacks and his six paths enhanced chakra and body. Kakashi is nearly the only guy out of the strongest lightning style users that actually still use proper jutsu.
