If it's a big hole sand is NOT as stable as dirt and easily collapses, if it's a small hole someone walking by could easily twist their ankle in it. Construction and utility works, who job it is to dig holes, die because of how easy they collapse, and sand is MUCH worse... Also, the tides, within an hour the tides can change and take out that entire area! I won't even go into the ecological effects on things it could have like sea turtle eggs, EMS needing to get through to save lives, coastal erosion, and many more... Just don't dig the f'n holes!!
