In the UK all roads whether highway or residential are done like this.. with a concrete base and Asphalt... after 10 years when it starts cracking a machine removes only the asphalt and a new asphalt is layed... it saves money.. in Ghana at residential areas they put asphalt on red sand... it won't last a year if you do it that way...
The engineer is right , even in the advanced countries the roads go bad after some years ,is regular maintenance which will make the road last ,in the advanced countries road maintenance is always going on
