YOU HIT THE NAIL ON THE HEAD AFTER ALL HE CAN ONLY WORK ON THAT SOLID BIT HE HAS TO BRING A LOT MORE DOWN FROM THE OLD ROAD
This road would be a lot more safe to travel, if you were on the top road and your vehicle would slide off, it would be caught by the lower road and most likely no one would get hurt.
