It's been harder for me to find online than I would expect, but I've seen tons of articles online about how a person of Filipino descent can attain/reacquire Philippine citizenship, but NOT whether it's possible for a US citizen with no Philippine descent of any kind can become a dual citizen. Can that happen?
Here's some info from the PH Gov't I was able to find: immigration.gov.ph/faqs/citizenship It seems like the only other way other than by right of soil or right by blood is via naturalization, though I can't find any further outlines on the process (and if you have to surrender your current citizenship at the same time). Filipino citizenship by marriage to a current Filipino citizen could also be an option for you. Hope that helps point you in the right direction, and thanks for watching!

But marrying a Filipina (which is something that will happen, since we've been together 8 years already and planning a future), that doesn't make me a Filipino citizen who can, for example, own land, correct? She'd still have to be the owner of a home, even if I'm the one who had it built lol. And if she happens to pass away before me, I'm only at best entitled to a piece of my own home if she's got heirs/other family, and that's only if there's no will lol. That's the reason I asked about the dual citizenship, because as-is I have so few rights to own something I'd be investing money, time, and effort into building. Thanks so much for your insight!

Hello! I went through the same process you're about to go through! You'll need proof of your Father's citizenship (copies of old passports, birth certificates, etc.). With that, you'll need to complete an affidavit stating why you are submitting a report of birth after you are no longer a minor. Once you have those submitted and accepted by your local PH Consulate, you can apply for PH citizenship in the form of a certificate or a passport. Last time I was in The Philippines was September 2019. They stamp my passport valid to stay for one year because I was born in the Philippines. I got my US citizenship when I was only 5 year old. Hello! Thanks so much for watching! In short, you won't get questioned. PH Immigration doesn't check or take note of your last entry, and travelling on a new passport which replaces your expired one won't make a difference. You'll be fine, no need to say anything to the immigration agents when passing through NAIA. If they do ask you any questions, it will likely be to find out what your reasons for travel are. Don't forget to get both your US and PH passports stamped prior to leaving the country, and when entering into the US, enter using your US passport via the e-kiosk if you want to save time :) Safe travels!

My son was born here in the USA and his mom (my wife) was still a Philippine citizen (USA green card holder) at the time of his birth. He’s now 23 years old and I’m wondering what the process is for him to be dual citizenship. We did file a report of birth to the Philippines right after he was born. Does my son need to just complete a new, first time passport application for the Philippines or does he need to submit the dual citizenship application (Application for Retention/Re-Acquisition of Philippine Citizenship)? Hello! You'll have to apply for a first time PH passport - I've done this personally right after submitting the report of birth and had no issue. The US gov't does not officially recognize dual citizens so you will be fine applying for a PH passport while leaving your US passport status intact. Thanks for watching!
Hello! You can use whichever passport you would like. I have experience opening accounts using my US+PH passport together since I had no other IDs at the time. I've also opened with just my PH passport and secondary PH IDs. Either way, you'll be asked to sign statements allowing the PH bank to share information with the IRS in the event that you are trying to use PH as a tax haven - this is standard and most people don't need to worry about this. Hello! It's best to contact your local PH Consulate for your specific case, as they may be able to prove your parent's citizenship based on your birth cert. If not, you'll need to provide copies of their old passports or NSO birth certificates, if available.

your local consulate will have a file you can download online or they may send you a specific copy they would like you to use. Once you obtain it, you can have it signed and notarized at your convenience!

Hello! Your local (or closest) consulate can give you a certificate, though your updated passport is more than enough to prove citizenship. Personally, I do not have the certificate and have not had an instance where I needed the cert. vs. the actual passport. Hope that helps and good luck!
You can file while you are anywhere in the world! I use TurboTax, but there are plenty of other self-file and filing services available to choose from!

Hello! You don't need your PH passport to enter and exit into the US, so you can live without it. However, if there is or ends up being a ban for foreigners entering into PH during your planned return, you may find it difficult to come back on just a US passport. It will all depend on your situation :)

Hello! Sorry I am unfamiliar with SIM registration since they just rolled that out recently and I was using a Globe Postpaid plan while I was was living in PH. I think you may need a renewed ID prior to registering the SIM card.

Since I wasn't born in PH, I never received a PSA/NSO Birth Cert, however I was able to file a report of birth with the Philippine Consulate in NY to be used in conjunction with my US Birth Certificate. That report of birth stated that I was born in the US to a PH national, thus allowing me to move forward with the PH Citizenship process. Hope that helps and thanks for watching :)

Yes! As Patrick mentioned, only one of your parents need to be a PH citizen at the time of your birth in order for you to be a PH citizen as well. You'll need to file a Report of Birth (it will be postdated by 27 years, but that is okay, I submitted my own Report of Birth at the NY consulate at 25 years old and it wasn't a problem :)

It's much easier to travel to visa-free countries when you are a dual-citizen because if you want to go to Japan and Korea, you can use the much stronger passport than PH passport, which requires visa to those countries.
Or on the flip side, you can get into Vietnam on a PH passport with no visa, whereas US passport holders need to apply for an e-visa prior to entry. Best of both worlds :)
with ph passport..it can take you to cuba, iran, morocco, india, vietnam etc visa- free..while american passport holders ARE NOT even allowed to enter those countries without visas.
@@enricocontrerasaraneta7290 yup, that's why being a dual citizen is an advantage in terms of travel. Western passports can gain you access to Taiwan, Japan, and South Korea. Philippine passport holders can't enter those countries without a valid visa.

Do you have information about the current protocol when you get to the airport in Manila? - Covid testing where, when,how much it cost and result? - Quarantine protocols I plan on going home as dual but my final destination is in the province. Do you know if I still need covid test even if I am catching a flight in the domestic side of the airport? I was told our local LGU will pick me up and I have to undergo other safety protocols. Hello! As of today (9/17), all non-registered OFWs (aka Filipino Citizens returning home) must still quarantine at a gov't approved hotel at your own expense and also pay out of pocket for a swab test. You are free to leave the hotel once the swab test returns back negative. My understanding is that OFWs will not incur the costs of this, however normal citizens returning home cannot just self-quarantine at home. Swab testing in PH via Red Cross is PHP 4K, whereas other larger hospitals such as St. Lukes and Makati Med are in the 10-12K range. It is also my understanding that domestic flights for leisure are not permitted, as you will need to provide clearance to fly from either your local PH employer (stating that you are travelling for business) or present the results of a medical exam (swab test) in order to board a domestic flight. Local LGUs vary, and as you know, their protocols change rapidly and do not necessarily follow that of Metro Manila. Best of luck with the travels, it's very much a hassle in Manila right now.

Hi there, I just want to share this very important info if you are thinking about being a Dual Citizen . If you are a dual citizen, and you retire in the Philippines, you’ll be considered as a RESIDENT CITIZEN of the Philippines and you will be subjected to your world wide income. This means that you will subjected to your US based passive income( eg. interest / dividends ). Look at Sec 23, 24 , 31 and 32 of the BIR code. Dividends are under Gross income So don’t be a dual citizen if you have significant US investments earning passive income. SEC. 23. General Principles of Income Taxation in the Philippines. - Except when otherwise provided in this Code: (A) A citizen of the Philippines residing therein is taxable on all income derived from sources within and without the Philippines; SEC. 24. Income Tax Rates. - (A) Rates of Income Tax on Individual Citizen and Individual Resident Alien of the Philippines.- (1) An income tax is hereby imposed (a) On the taxable income defined in Section 31 of this Code, other than income subject to tax under Subsections (B), (C) and (D) of this Section, derived for each taxable year from all sources within and without the Philippines be every individual citizen of the Philippines residing therein; SEC. 31. Taxable Income Defined. -The term ‘taxable income’ means the pertinent items of gross income specified in this Code, less the deductions, if any, authorized for such types of income by this Code or other special laws. [40] SEC. 32. I have a few questions, hopefully you can clear up some things for me. I was born in Germany in 1991 to Filipino and American parents. I had a Philippine passport and citizenship when I was a kid (my last one being issued in 2000.) The problem is I don't know which consulate my Report of Birth (which I have never seen btw) was processed at since we moved around a lot when I was younger and my father who handled it all, passed away in 2003. As I am aware the only way I could've gotten a Philippine passport in the first place is if in fact there was a Report of Birth was filed somewhere? Am I right on that? I don't have any PSA certified one just the original birth certificate from Germany. Also I got a U.S. passport after moving to the States shortly after my father's death due to him being a U.S. citizen at the time of my birth. Would that mean I'm still also a citizen of the Philippines? Since it was through citizenship by birth and not naturalization?
Hey Paul! I think in your case, a report of birth isn't necessary anymore, so long as you have your old passport. With that, you'll be able to go to the nearest consulate and re-acquire PH citizenship. It will be similar to other individuals who became naturalized US citizens and became Dual PH-US citizens afterward. Any other questions, let me know! Hope that cleared things up!

@@paulval7108 Does your passport photocopy show where the PH passport was issued? You may be able to visit that particular consulate or contact them and see if you can just have a passport renewed. You did not go through the naturalization process correct? Your parents just applied for a US passport when you were little?
@@ericgo1783 It does, it was issued in Riyadh, Saudi Arabia. That was where we lived during most of the 90's and early 2000's. I tried contacting them about it but they say since it isn't the original and it's before the year 2015 they no longer keep records of those as they are phasing them out. Yes, I wasn't naturalized. Rather given citizenship/U.S. passport via "citizenship by birth" since I was under 18 years old at the time I applied for it, which was in 2003 shortly after my father passed.

But, before going back to the US you visited Vietnam using your Philippine passport, Now, going back to the US, What country will you report in the form ( forgot the name of the form) asking for the last country you’ve visited .Is it the Philippines or Vietnam?

Your right to Filipino citizenship is NOT a loophole. Being born to a mother holding Filipino citizenship at the time of your birth makes you a natural-born Filipino citizen. That's what the 1987 Constitution says. If your parents had reported your birth to the Philippines Embassy at the time, you'd already have proof of citizenship then, and would have been issued a Philippine passport. Since that birth was not reported at the time, there's no record of a Filipino citizen (you) being born to Filipinos overseas (since your parents being US residents meant they were non-resident Filipino citizens), in PH government records. So when, as an adult, would now like to claim your citizenship, you now needed to show proof of your right to citizenship. That's why you had to submit your parents' old PH passport or birth certificates. Filipino citizenship by birth is jus sanguinis, i. e. by blood.

It's been harder for me to find online than I would expect, but I've seen tons of articles online about how a person of Filipino descent can attain/reacquire Philippine citizenship, but NOT whether it's possible for a US citizen with no Philippine descent of any kind can become a dual citizen. Can that happen?

It seems like the only other way other than by right of soil or right by blood is via naturalization, though I can't find any further outlines on the process (and if you have to surrender your current citizenship at the same time). Filipino citizenship by marriage to a current Filipino citizen could also be an option for you. Hope that helps point you in the right direction, and thanks for watching!

But marrying a Filipina (which is something that will happen, since we've been together 8 years already and planning a future), that doesn't make me a Filipino citizen who can, for example, own land, correct? She'd still have to be the owner of a home, even if I'm the one who had it built lol. And if she happens to pass away before me, I'm only at best entitled to a piece of my own home if she's got heirs/other family, and that's only if there's no will lol. That's the reason I asked about the dual citizenship, because as-is I have so few rights to own something I'd be investing money, time, and effort into building. Thanks so much for your insight!

Hello! I went through the same process you're about to go through! You'll need proof of your Father's citizenship (copies of old passports, birth certificates, etc.). With that, you'll need to complete an affidavit stating why you are submitting a report of birth after you are no longer a minor. Once you have those submitted and accepted by your local PH Consulate, you can apply for PH citizenship in the form of a certificate or a passport. Last time I was in The Philippines was September 2019. They stamp my passport valid to stay for one year because I was born in the Philippines. I got my US citizenship when I was only 5 year old. Hello! Thanks so much for watching! In short, you won't get questioned. PH Immigration doesn't check or take note of your last entry, and travelling on a new passport which replaces your expired one won't make a difference. You'll be fine, no need to say anything to the immigration agents when passing through NAIA. If they do ask you any questions, it will likely be to find out what your reasons for travel are.
Don't forget to get both your US and PH passports stamped prior to leaving the country, and when entering into the US, enter using your US passport via the e-kiosk if you want to save time :) Safe travels!

Hello! You'll have to apply for a first time PH passport - I've done this personally right after submitting the report of birth and had no issue. The US gov't does not officially recognize dual citizens so you will be fine applying for a PH passport while leaving your US passport status intact. Thanks for watching!

Hello! You can use whichever passport you would like. I have experience opening accounts using my US+PH passport together since I had no other IDs at the time. I've also opened with just my PH passport and secondary PH IDs. Either way, you'll be asked to sign statements allowing the PH bank to share information with the IRS in the event that you are trying to use PH as a tax haven - this is standard and most people don't need to worry about this. Hello! It's best to contact your local PH Consulate for your specific case, as they may be able to prove your parent's citizenship based on your birth cert. If not, you'll need to provide copies of their old passports or NSO birth certificates, if available.

How did you get the affidavits?
your local consulate will have a file you can download online or they may send you a specific copy they would like you to use. Once you obtain it, you can have it signed and notarized at your convenience!

Hello! Your local (or closest) consulate can give you a certificate, though your updated passport is more than enough to prove citizenship. Personally, I do not have the certificate and have not had an instance where I needed the cert. vs. the actual passport. Hope that helps and good luck!

You can file while you are anywhere in the world! I use TurboTax, but there are plenty of other self-file and filing services available to choose from!

Hello! You don't need your PH passport to enter and exit into the US, so you can live without it. However, if there is or ends up being a ban for foreigners entering into PH during your planned return, you may find it difficult to come back on just a US passport. It will all depend on your situation :)

Hello! Sorry I am unfamiliar with SIM registration since they just rolled that out recently and I was using a Globe Postpaid plan while I was was living in PH. I think you may need a renewed ID prior to registering the SIM card.

Since I wasn't born in PH, I never received a PSA/NSO Birth Cert, however I was able to file a report of birth with the Philippine Consulate in NY to be used in conjunction with my US Birth Certificate. That report of birth stated that I was born in the US to a PH national, thus allowing me to move forward with the PH Citizenship process. Hope that helps and thanks for watching :)

Yes! As Patrick mentioned, only one of your parents need to be a PH citizen at the time of your birth in order for you to be a PH citizen as well. You'll need to file a Report of Birth (it will be postdated by 27 years, but that is okay, I submitted my own Report of Birth at the NY consulate at 25 years old and it wasn't a problem :)

Hello, it’s listed as Filipino on my PH passport :)
It's much easier to travel to visa-free countries when you are a dual-citizen because if you want to go to Japan and Korea, you can use the much stronger passport than PH passport, which requires visa to those countries.
Or on the flip side, you can get into Vietnam on a PH passport with no visa, whereas US passport holders need to apply for an e-visa prior to entry. Best of both worlds :)
with ph passport..it can take you to cuba, iran, morocco, india, vietnam etc visa- free..while american passport holders ARE NOT even allowed to enter those countries without visas.

Hello! As of today (9/17), all non-registered OFWs (aka Filipino Citizens returning home) must still quarantine at a gov't approved hotel at your own expense and also pay out of pocket for a swab test. You are free to leave the hotel once the swab test returns back negative. My understanding is that OFWs will not incur the costs of this, however normal citizens returning home cannot just self-quarantine at home.
Swab testing in PH via Red Cross is PHP 4K, whereas other larger hospitals such as St. Lukes and Makati Med are in the 10-12K range.
It is also my understanding that domestic flights for leisure are not permitted, as you will need to provide clearance to fly from either your local PH employer (stating that you are travelling for business) or present the results of a medical exam (swab test) in order to board a domestic flight.
Local LGUs vary, and as you know, their protocols change rapidly and do not necessarily follow that of Metro Manila.
Best of luck with the travels, it's very much a hassle in Manila right now.

Hi there, I just want to share this very important info if you are thinking about being a Dual Citizen . If you are a dual citizen, and you retire in the Philippines, you’ll be considered as a RESIDENT CITIZEN of the Philippines and you will be subjected to your world wide income. This means that you will subjected to your US based passive income( eg. interest / dividends ). Look at Sec 23, 24 , 31 and 32 of the BIR code. Dividends are under Gross income So don’t be a dual citizen if you have significant US investments earning passive income.
SEC. 23. General Principles of Income Taxation in the Philippines. - Except when otherwise provided in this Code:

(A) General Definition. - Except when otherwise provided in this Title, gross income means all income derived from whatever source, including (but not limited to) the following items:
(1) Compensation for services in whatever form paid, including, but not limited to fees, salaries, wages, commissions, and similar items;
(2) Gross income derived from the conduct of trade or business or the exercise of a profession;
(3) Gains derived from dealings in property;
(4) Interests;
(5) Rents;
(6) Royalties;
(7) Dividends;
(8) Annuities;
(9) Prizes and winnings;
(10) Pensions; and
(11) Partner's distributive share from the net income of the general professional partnership.

I have a few questions, hopefully you can clear up some things for me.
I was born in Germany in 1991 to Filipino and American parents. I had a Philippine passport and citizenship when I was a kid (my last one being issued in 2000.) The problem is I don't know which consulate my Report of Birth (which I have never seen btw) was processed at since we moved around a lot when I was younger and my father who handled it all, passed away in 2003. As I am aware the only way I could've gotten a Philippine passport in the first place is if in fact there was a Report of Birth was filed somewhere? Am I right on that? I don't have any PSA certified one just the original birth certificate from Germany.
Also I got a U.S. passport after moving to the States shortly after my father's death due to him being a U.S. citizen at the time of my birth. Would that mean I'm still also a citizen of the Philippines? Since it was through citizenship by birth and not naturalization?
Hey Paul! I think in your case, a report of birth isn't necessary anymore, so long as you have your old passport. With that, you'll be able to go to the nearest consulate and re-acquire PH citizenship. It will be similar to other individuals who became naturalized US citizens and became Dual PH-US citizens afterward. Any other questions, let me know! Hope that cleared things up!

@@paulval7108 Does your passport photocopy show where the PH passport was issued? You may be able to visit that particular consulate or contact them and see if you can just have a passport renewed. You did not go through the naturalization process correct? Your parents just applied for a US passport when you were little?
@@ericgo1783 It does, it was issued in Riyadh, Saudi Arabia. That was where we lived during most of the 90's and early 2000's. I tried contacting them about it but they say since it isn't the original and it's before the year 2015 they no longer keep records of those as they are phasing them out.
Yes, I wasn't naturalized. Rather given citizenship/U.S. passport via "citizenship by birth" since I was under 18 years old at the time I applied for it, which was in 2003 shortly after my father passed.
If you are a dual citizen (US & RP) , both passports were stamped in the Philippines. But, before going back to the US you visited Vietnam using your Philippine passport, Now, going back to the US, What country will you report in the form ( forgot the name of the form) asking for the last country you’ve visited .Is it the Philippines or Vietnam?
Hello, if you are flying from the Philippines into the US, then you should report that as the last country you visited. If flying into the US from Vietnam, then you should report that as such. Your right to Filipino citizenship is NOT a loophole. Being born to a mother holding Filipino citizenship at the time of your birth makes you a natural-born Filipino citizen. That's what the 1987 Constitution says. If your parents had reported your birth to the Philippines Embassy at the time, you'd already have proof of citizenship then, and would have been issued a Philippine passport. Since that birth was not reported at the time, there's no record of a Filipino citizen (you) being born to Filipinos overseas (since your parents being US residents meant they were non-resident Filipino citizens), in PH government records. So when, as an adult, would now like to claim your citizenship, you now needed to show proof of your right to citizenship. That's why you had to submit your parents' old PH passport or birth certificates. Filipino citizenship by birth is jus sanguinis, i. e. by blood.
Hello, I have a question. Since American citizens can not enter to Iran and cuba and Filipino citizen is eligible to enter cuba and iran, will dual citizens American/Filipino be eligible to enter those countries? If so, what will be happen if those countries find out that the person is also an American citizen?
