There's a Korean word "끼부리다" which is close to describing it and BTS members have used it on Jimin a few times before, and I think the closest English equivalent would be "flirtatious" but that's not really it, that doesn't do justice at all to what Jimin has. He shows it off everywhere including on stage, and you can't really call his stage performance a "flirt" so...It's a combination of his natural talent, well trained skills, the personality, the energy, the charisma and the general aura about him that you can't really put a word to. Jimin is who got me into BTS cuz he stood out at first for some reason, and if I show BTS videos to non-Armys, Jimin usually is the one that catches their eyes and make them go "who's that guy, what's his name". I'm fairly sure those narratives come from shippers (mostly het fetishisers) who like to imagine him as "female" of the pairing because he's shorter than most other members and very kind. Everyone has masculine and feminine features in them. It's just imbalanced in all creatures. Males are usually overpowered by "masculine" features and females by "feminine" (I'm going on biology here btw, not western standards of appearance for "real man"). Androgynous is almost complete balance between the two but I don't see it in Jimin. His masculine features still overpower.
And if you're going to tell me that you consider being nice and caring as a "feminine" feature, then you're part of the problem.
Physically? Still no. Full lips? No, because for Asians it's usual feature among males.
Once again, if you implying he has many "feminine" features is based on western toxic standards of over-muscled hairy grumpy brut, then... well, people are stupid.
Jimin has a strong jawline, piercing eyes, usual cheekbones, fuller lips but it's normal, lean fairly muscular and strong body. So, I disagree.
If he'd had bigger eyes, cheekbones higher and rounder chin with jawline, then he'd be probably close to actually androgynous looks. Add to that long hair and give specific make-up, he'd fool people playing a girl.
In reality, he's just very magnetic and charismatic which attracts people. Any people, regardless of genders or sexes.
