Is the main objective of USAID to weed out those who cannot get UEI and SAM or something else? Why is it so complicated? Like one needs to engage a consultant to get such numbers - even beyond getting a business with USG. I would expect the business proposal being more substantial and the identification process as a secondary issue of just Form. We miss submission of proposals just because we have been unable to get the SAMs. In addistion the helplines you put are not helpful - they do not respond to requests.
