Each character in the top 5 (including Kumagawa) has three powers minimum besides the guy who's arguably 4th place, Shiranui Hanten, who has the power to create a any kind of power he can think of and give them out to people. That guy may have more powers, but it was never outwardly mentioned. as for the 3rd place lady, Anshin'in, she has existed since the dawn of time and has over 7 quadrillion powers including "become the god of this world", "attack the soul of the enemy", "steal powers", "copy powers", etc. She has at least three sources of total omniscience that includes the fact that she's in a manga and one of the many goals she had was to try and get the manga canceled before its anime could get released. Furthermore, she somehow "is" approximately 1/3 of the population of the universe, simultaneously being the leader of these people and being able to survive through their survival even if she is killed. Based on the fact that she can transfer powers between these people and she has done so to Kumagawa Misogi, he may be one of these people, though that's uncertain. in second place is Shishime Iihiko, an antagonist who was born to be, cultivated to be, and declared by reality to be, a "protagonist". As such, he has plot armor that prevents him from truly losing, though his actual powers are frightening enough. He has complete immunity to anything he doesn't recognize as "an attack", such as the All Fiction ability mentioned here. His attacks and the wounds that he causes are considered "permanent" and cannot be healed, changed, or erased in any way. As for things that he does recognize as attacks, he can alter his mind to think of them as non-attacks after seeing them once. However, he cannot resist abilities that will reach him regardless of whether they would or would not do anything to him, such as effects triggered by words that he would hear and comprehend regardless of it being an attack. That being said, he's nigh indestructible even with that. He can also use anything as a "deadly weapon" and likes to play with this ability, to the point where he killed the aforementioned rank 3 lady with a normal rubber band just because he could. Lastly, if he is killed somehow he can possess the body of any member of the Shiranui family bloodline, and even if he is fully expelled from all of them and killed again, he can simply form a new body for his soul upon being utterly destroyed. as for the strongest character in Medaka Box, it's the protagonist's love interest, Kurokami Medaka. she has protagonist plot armor (which canonically exists) just like the 2nd place character but also she has two other things. The first is The End, the ability to perfectly achieve whatever she wants to do. If she comprehends a power, she can and will copy it at 100% efficiency, usually being able to use it better than the original user. She can also run fast enough to create shadow clones that occupy multiple locations in space at once, answer any question, and so on. Her ability to copy abilities happens the moment she sees it in action, and has copied all the powers used in the series before meeting the 2nd place guy at the end. In other words, she not only has All Fiction, but she has the powers to "become god" and the like as well. Finally, she can turn anything into a transformation, though she doesn't do it often. At first she just uses her rage as a transformation, but later turns various powers into transformations with varying effects.

Each character in the top 5 (including Kumagawa) has three powers minimum besides the guy who's arguably 4th place, Shiranui Hanten, who has the power to create a any kind of power he can think of and give them out to people. That guy may have more powers, but it was never outwardly mentioned.
as for the 3rd place lady, Anshin'in, she has existed since the dawn of time and has over 7 quadrillion powers including "become the god of this world", "attack the soul of the enemy", "steal powers", "copy powers", etc. She has at least three sources of total omniscience that includes the fact that she's in a manga and one of the many goals she had was to try and get the manga canceled before its anime could get released. Furthermore, she somehow "is" approximately 1/3 of the population of the universe, simultaneously being the leader of these people and being able to survive through their survival even if she is killed. Based on the fact that she can transfer powers between these people and she has done so to Kumagawa Misogi, he may be one of these people, though that's uncertain.
in second place is Shishime Iihiko, an antagonist who was born to be, cultivated to be, and declared by reality to be, a "protagonist". As such, he has plot armor that prevents him from truly losing, though his actual powers are frightening enough. He has complete immunity to anything he doesn't recognize as "an attack", such as the All Fiction ability mentioned here. as for the strongest character in Medaka Box, it's the protagonist's love interest, Kurokami Medaka. she has protagonist plot armor (which canonically exists) just like the 2nd place character but also she has two other things. The first is The End, the ability to perfectly achieve whatever she wants to do. If she comprehends a power, she can and will copy it at 100% efficiency, usually being able to use it better than the original user. She can also run fast enough to create shadow clones that occupy multiple locations in space at once, answer any question, and so on. Her ability to copy abilities happens the moment she sees it in action, and has copied all the powers used in the series before meeting the 2nd place guy at the end. In other words, she not only has All Fiction, but she has the powers to "become god" and the like as well. Finally, she can turn anything into a transformation, though she doesn't do it often. At first she just uses her rage as a transformation, but later turns various powers into transformations with varying effects.
