      (Most) modern diesel engines don't have a throttle the way that gasoline engines do. They "throttle" by first adding fuel, and then the added combustion energy spools the turbo, adding supporting airflow to increase engine power output. It is desirable for many diesel owners to have their engine control system tuned by aftermarket providers to increase power, throttle response, and even to improve fuel economy.
      Obviously, this can be taken to the extreme, and a few dopes will have ruined this (aftermarket tuning) for the rest of us (like always). Generally, a small "puff" of smoke is indicative of turbo lag. The sustained output of black smoke when "rolling coal" is a deliberate act and potentially damaging to the engine.

    Growing up as a girl in the 90s in a rural area with a TON of long and desolate stretches of roadway, one of the first things I learned about the police is that you never, EVER pull over for an officer at night. You call dispatch and tell them to inform the officer that you will not pull over until you can reach a gas station or someplace well-lit and relatively populated. Because you don't know if those flashing lights belong to an actual officer or some rando with strobe lights.

    17:52 those are known as "Czech hedgehogs" and are a tank traps. These are static barricades meant to stop vehicles including.... tanks. Caltrops are specifically meant to be portable and have a point sticking up to pierce a tire, foot, hoof, etc.

    Objection: since James Bond is a government agent, his government issued vehicle can be considered a specialized government vehicle or even a military vehicle, making a lot of the relevant laws kind of moot

      This would only apply if Bond was in Britain though. If he were in another country with it it wouldn't just be illegal, due to Bonds status as a spy and saboteur it could be construed as an act of war.

      James Bond is _UK_ government agent, so all that stuff might be legal in UK as part of concealed law enforcement vehicle, but definitely not in some random country under local laws.

    Just remembered: in the 90's during one case of radar jamming (and bricking) it was discovered that the 'culprit' didn't know that the decommissioned fighter-jet he was transporting to a museum still had its SAM Detection and Neutralization system installed (let alone that it was self-activating, which *was* a good thing for its intended purpose) … he did wonder why it tried to fire a, thankfully not mounted (for legal reasons), Shrike.

      So he's just towing it down the street when all of a sudden the cockpit comes to life with the "MISSILE LOCK DETECTED" tone and the ECM on it was still present enough to zap back some kind of jamming signal powerful enough to damage the police radar system? Huh, I thought that kind of electronic countermeasures stuff was typically classified electronics that got ripped out along with the actual weapons. Somebody would probably be in trouble for even letting the museum people HAVE that. Still a funny story to hear about, though. Also, maybe the guy shouldn't carry the still-partially-working fighter jet around with the batteries connected, I guess.

    Where I live, which isn't in the US, there's a law protecting citizens against people impersonating the police. If you're driving in an area with very little traffic and/or other potential witnesses, e.g. in the countryside, you can legally refuse to pull over if the police officer (or impersonator) is driving an unmarked vehicle. You are however obligated by law to seek a safe place to pull over, e.g. at a gas station, as soon as possible. You can't get in legal trouble for refusing to pull over in such cases. However, this doesn't give you immunity against any other infractions or crimes you may be committing while driving. It's even part of law enforcement policy to not bother pulling over people for simple infractions, i.e. anything that wouldn't make you go to jail, if the officer is driving an unmarked vehicle. This means that if you later complain to the police, there's a chance the officer in question will get reprimanded. You may even call 911 while being tailed by an unmarked vehicle ordering you to pull over in the middle of nowhere. They'll be able to contact the police and verify if the person tailing you is really a member of law enforcement. If it turns out to be an impersonator, they'll send real police officers after the impersonator. They might even direct you to lead the impersonator into an ambush.

      @@fawazgerhard2742 he didn’t make it up. The UK police advise that if you are in doubt, signal to the “officer” that you acknowledge them, but drive to a safe place before stopping. You can also call 999 and ask if it is genuine (you decide whether you want to do that whilst driving or not). A genuine officer will appreciate the optics of the stop and accommodate the caution. Or they will wait until you are in a more clearly lit and safe area before signalling to stop. There are exceptions, such as dangerous or drunk driving where it may be imperative to stop straight away, and the police will factor that into their decision and how to do it.

      Well, common sense isn't as common as we might wish. A lot of people don't understand the difference between ownership and use. Same way right now there's a huge issue with people not understanding that private social media companies do not have to abide by the first amendment. They have a very basic understanding of the law and think that it just universally applies instead of the incredibly nuanced (often to the point of absurdity) reality.

      Got the bottoms right but a pipe with a valve can be used for other things other than your exhaust making it not really illegal I don't think it's the way you use it is illegal if I'm not mistaken I could be wrong and if I am wrong then the plumbing industry probably is in a mess and your faucet on the side of your house is illegal too if this is the case

      That was horrendous. It’s awful that he managed to get so far, especially when everybody already knew how iffy the guy was. So scary. Impersonating a police officer is a serial killer move if ever I saw one.

    One legal/illegal modification you didn't cover: high powered, LED headlights bulbs.
    They are sold at every auto parts store alongside other headlight bulbs. The warning they are too bright for roads and only to be used off road is in tiny print. I see cars with overly bright headlights from time to time and wonder if these people were unaware they installed the wrong bulbs or deliberately flouted the law.

      I think california is like 2k something lumens.
      I k ow that overly bright headlights makes it incredibly hard to see and is very very dangerous.

      No one gets stopped for them. If you're using an LED light bar mounted on your roof, on the street, that's different.
      And if they're color changing or you're driving with red or green or other color headlights, that's illegal

      My car has led headlights, and fog lights and turn signals and brake lights, and I've never once got stopped. Yes they say the warning on the box, but it's not enforceable

      @@SpartacusLegends117 It is enforceable. Police choose not to do it most of the time. It is just like the tint, they need a tool to read it and the first offense is usually just a fixit ticket so they don't bother.
      That being said, if you are in an accident and the other person says you blinded them, absolutely expect them to check your headlights.

    Honestly, the rolling coal thing being battery against cyclists should be far more prosecuted. In the US and Canada, drivers seemingly always become just irrationally aggressive when they see a cyclist for no good reason.

      I’m only angry at cyclists because 9/10 times in my area they drive on the road, and not off to the side of the road.
      Now I’m not clinically insane and would never endanger cyclists. But the reality is that if you are on a road and riding a bicycle, you better be off the road itself. Or at least across the fog line.
      The city I live in is rural, there are no bicycle lanes, and for some bizarre reason the city bans bicycles on sidewalks (even though there is 0 pedestrian traffic).
      So what happens is bicyclists ride on the main roads, never at the speed limit because obviously they can’t, and then traffic has to pass them.

      @@sorenkazaren4659 It's really a safety thing that cyclists ride in the center of the lane because it ensures that they're seen by other drivers and makes sure that they have the space to safely ride. If a cyclist is riding on the edge of a road, especially in a more rural environment where shoulders aren't common, one mistake from a driver or the cyclist can force them off the road.

    In my area of California coal rolling mods, exhaust cutouts & modifications, and very dark window tint are common and publicly used. Train horns are the newest fad. The police do pretty much nothing about it.

      Straight pipes are rampant here in the midwest. I moved last month so I could be less close to a stop sign that was (apparently) a great place to rev your truck.

      @@namebrandmason I live on an unofficial main route alternate. Three doors down we have a stop sign and the T-intersection it regulates has a pull out on the top.
      The noise from speeders (45+ in a densely residential 25 zone), straight pipes taking off from the signs and idiots doing donuts is appalling. We're used to it but guests have a hell of a time.

      @@namebrandmason My city just installed a noise camera to go after loud cars downtown. I'm not a fan of "big brother is watching you" camera systems, but it's all the city can do because the cops are utterly corrupt and will just ignore noise violations and "rolling coal".

    Speaking of licence curtains, I've seen plates modified to illuminate the letters and numbers when you switch the headlights on. The numbers and letters are made of translucent plastic and have soft white light. The fonts are also not standard. The problem is that at night, it has the paradoxical effect of making the licence plate more difficult to read from a distance compared to standard plates.

    This video is coming on the heels of the second anniversary of Canada's deadliest mass shooting, which was done by a man pretending to be an RCMP officer, right down to a mocked up car and uniform. So the bit with the fake lights and sirens being so easy to get... is more than a bit terrifying. Not that there's any point in trying to ban the sales of such things; the exact same skills and items I used to put lights and sounds in my R2-D2 recreation I could use to make fake cherries and a siren; the kit is saving me maybe a day's work? But it makes me sad that someone out there decided it's a good idea to sell a thing that makes us all so much less safe.

      The thing is, a lot of states allow non-state emergency vehicles, like tow trucks or utility vehicles, to use flashing red, or blue lights, provided they're either mixed with yellow, or just the one color. And that's what these are manufactured for. But, it's a shame they're sold to anyone, anywhere without having a way to know that the person buying has a legitimate reason for them.

      my state specifies red and blue lights cant be on a non-emergency vehicle. I think thats the way to go. also I really don't think those lights should be legal to buy. every few years ill read some article about someone impersonating a police officer and kidnapping people.

      There's no Province that allows red-and-blue or white-and-blue on anything other than a peace officer's vehicle, and very few that allow blue by itself or mixed with amber. Red-and-white is usually an ambulance or a fire truck. Private vehicles, be they security, tow-trucks, construction, or what have you, usually use amber, though apparently funeral vehicles have begun using purple. School buses use white strobes.

      @@davydatwood3158 Here in Ontario we use blue-only for the snow plow. As to the murder spree you've mentioned... I don't think the fake lights made the real difference. Among the many, many other failings was the problem that the gunman got his hands on proper police decals for the vehicle. Without that, having flashing lights would have just been a way to draw attention and get caught.

      Take a page from the books of various navies of the era of the Washington and London naval treaties:
      The magic phrase is "fitted FOR but not fitted WITH."
      For example: take the County class heavy cruisers of the royal navy. To meet the maximum 10'000 ton limit, they had no belt armour.     I've cooled a little bit on my opinion regarding drivers of needlessly large trucks. Everyone has their tastes and passions, and apart from consuming more than one's reasonable share of energy, big trucks are fairly innocuous. But coal rollers can absolutely drive themselves into a lake.

      My biggest problem with them is the danger they pose to pedestrians. Getting struck by a higher sitting vehicle is more likely to send you under the tires rather than over the hood. No one intentionally hits someone but the more trucks on the road the more opportunity for accidents to happen.
      Not saying someone shouldn't get a vehicle they like because of that fact, but they're not entirely innocuous.

      Parking lots and a not insignificant number of roads aren't built well for them, which isn't exactly their fault, but they are highly inconsiderate of how to treat a vehicle in those spaces which causes problems for everyone.
      Pulling too far forward at an intersection where someone trying to turn in the other lane can't see to turn or whatever. Not staying in their lane in traffic (just going straight...or otherwise).
      And parking. I can't count the places I went just this week where lots were overflowing, but still had suv's parked over lines and crooked, not pulled up far enough and causing potential problems especially if people are speeding down an aisle... I counted 20 unusable spots (and gave up) for exactly this reason in one lot yesterday. I keep bringing up the idea similar to compact car parking spots, maybe some SUV or otherwise 'oversized' vehicle spots. But people don't bother to make basic infrastructure improvements anymore. You have to fight hard just for bike lanes now.

      There's a difference between a "big truck" like an F250/F350 or Silverado HD2500/HD3500.....and an F150 or Silverado 1500 with a 6" lift and 35s with spacers.... Most of the people with the lift kits and bigger tires will never actually make use of the additional capability. Most don't even seem to understand that their vehicle is actually less safe that way. I've had a bunch of them complain about brakes wearing out too fast because the brake system was completely ignored and now has to stop all that additional weight. At the same time, most of those vehicles don't track properly and they suffer from reduced visibility. (Sure, they're easier for everyone else to see, but they can't see nearly as much as they could with the vehicle stock) Those trucks are a danger to everyone in a car.

      I've been mentally compiling stats on bad drivers in my state and found that roughly 75-80% of the time when someone does something really stupid on the road, it's a pickup truck or SUV. Most of the rest are sports cars, of course. When a sedan or coup does something stupid, I usually exclaim out loud about it because it's so uncommon.
      Now, most people say that the reason people in big vehicles are bad drivers is that the big vehicles are harder to control and see out of. This is not true. It's _easier_ to see from a pickup or SUV due to the high position and the large mirrors (at least, if the mirrors are adjusted correctly). Control only becomes an issue if the person is speeding.
      The _real_ reason large vehicle drivers are terrible is that you have to be stupid to buy a large vehicle.
      Think about it: unless you work construction or on a farm, how often do you use the bed of your pickup? Once, maybe twice a year, if that? The people I know with trucks don't even use them that much. Since a truck costs at least $10,000 (usually $20,000) more than a car with comparable capacity outside the bed, that means you're spending that much, as well as double the fuel costs, in order to be asked to help everyone you know move.
      As for SUVs: they're minivans with higher ground clearance and a longer front end, but cost thousands more and frequently have even less horsepower. That's pretty stupid unless you need it to go off-road, but many "SUVs" don't actually have any greater ground clearance than a minivan or car. If it's a "crossover" type, it definitely does _not._ And again, how often do most SUV drivers go off-road? Even less than pickup owners use their truck beds.
      As for towing, a minivan can tow as well or better than any SUV and most trucks. Only a "super duty" truck has more horsepower. The same was true of station wagons back when they existed.

    At one time, one used to have to demonstrate that one was either law enforcement, a firefighter or an EMT in order to buy appropriate lights for personal vehicles. For mail orders (it was that long ago) one would often be required to buy them through ones department/service.
    In person purchasing might require a long drive, and you would still need to show credentials.

    Another note on loaded firearms in vehicles. Most states define loaded firearms (long guns) as having a round in the chamber. It is normally perfectly legal to have the magazine loaded (even inserted into the firearm for those with removable magazines) as long as a round is not chambered. Again, this will depend on what state you live in. For example in Colorado, this is legal. Handguns can be carried loaded AND concealed in your vehicle as it is considered an extension of your home. No concealed carry pernit or license required.

    I see Texas's law against "tire destruction devices" includes a carve-out intended to allow the one-way severe tire damage spikes at places like car rental lots. Was wondering about that. (Though I do wonder what the case law is on "clearly posted" and exactly how long the sign has to be posted to count? Would a very visible sign that appeared too late to be able to stop still technically meet the carve-out?)

    When I lived in Italy in the early 90s, a lot of the Italians had those license tag covers, though I don't know whether they were the same kind. But back then traffic lights, speed limits, and stop signs were a suggestion at best.

    When I was a kid, & my dad (a major Mr. Fix-it!) Moved to Missouri. They have a safety inspection required to which states you must have a catalytic converter on your vehicle. His truck ran so bad on it, that he'd put it on for the inspection, then take it off the rest of the year. BTW he's been dead for 16 years so don't attack me! I'm just telling the story. I wouldn't, nor would I do this. Worst thing he worked in taking care environment. He had a master's in forestry, & planted more trees than a thousand people. He just wanted to be in the woods , & to fish, etc. We couldn't buy a different truck either. We were poor.

      Regardless of state law, it's a violation of federal law to remove catalytic converters from a vehicle factory equipped with them. It's actually illegal to modified the emissions system in any way, from stock. Even improving the emissions system is illegal.

    Back in the 90's I bought a new car and, after having my old car broken into twice, I bought this steering wheel club that was electrified. I had to mail order it from a very obscure website that I have since been unable to find again -- I mean, I was just looking for it again for... research purposes... yeah... >.> Anyways, it used like half a dozen D-cell batteries and ramped up the amps so that touching it was extremely painful, at best, if you brushed against it, and could even knock you out if you grabbed it. Sadly, that new car was destroyed when the building I was parked next to was set on fire just a few months later, and the electric club was lost in the blaze... but I've always kinda wondered just how legal that thing was haha!

    You mentioned that it's illegal to have a radar detector in Washington DC or Virginia, but I learned that if you have an Amateur Radio operator license, you are allowed to operate any device that can receive a radio signal in the entire US which allows you to use radar detectors in these states legally.

    I’d also like to add that a lot of seemingly mundane things like steering wheel covers and modified lights are also restricted in many places. Steering wheel covers are also very dangerous, as they can often be moved without actually turning the wheel. Imagine needing to swerve to avoid a deer or a child, but instead of turning, you just rotate your wheel cover and continue straight into the obstacle.
    If you have a wheel cover, please get rid of it asap. They’re incredibly dangerous and contribute to a surprisingly large number of all collisions every single year. Even if they’re legal in your area, there’s no good reason to have something so dangerous and pointless anywhere near your vehicle.

    Here in Idaho some people have license plate covers that are almost (but not entirely) opaque. You can read the plate in bright sunlight if you're close but that's it. I can't imagine those are legal.

    A lot of these products are used legally off-road. We've come across many legitimate track or show uses for several of these. Since many show and track cars are also used on the street, some people will look to install them on their cars with no intent to use them on public roads, especially in states that don't perform inspections. For example, privately owned police cars used in public shows may have functioning lights for display even though it's illegal to use them while driving. Exhaust cut-outs are sometimes used to generate more power on a race track, while allowing the car to still be driven on the road with the system deactivated.

    I got about $20k worth of car mods on my car. However, I am a disabled driver and these mods are necessary for me to operate the vehicle. My favorite mods are mirrors. I have a $50 clip-on panorama rear-view mirror and it is amazing! Try one out for yourself and I promise you that you won't regret it.
    I used to have a mirror on the hood of my car, but that one was later made illegal, as it can seriously harm cyclists or pedestrians in case of a car accident. It is interesting how things evolve legally over time.
    As a disabled driver, I sometimes struggle signalling to other drivers. Like, waving to say sorry or thanks. So I researched if I was legally allowed to install an LED display. Unfortunately, where I live, those are illegal. However, communication in traffic can improve safety. I'd love to know if it is legal for me to install warning lights that signal whenever I am exiting my vehicle (similar to what some road construction vehicles have). I never feel quite safe on a busy street with cars passing me while I struggle to get to my wheelchair.

      There are vehicles on the road that flash or illuminate the turn signals to indicate which side of the vehicle a door is open on, so there is precedent for such a feature. Installing such a feature and making it work properly shouldn't be too complicated as it's basically just another turn signal system, but wired to the door ajar switches. I'd recommend consulting a lawyer before undertaking such a project though. At least then, if determined to be illegal later, you already have a lawyer on the hook for it if needed.

    As far as I know, in some states a yellow flashing light is permitted for use on airfields, as they allow pilots to identify ground vehicles (These are often mandated). Usually you would install one if you have to drive at any point on a civil or commercial airfield.

    14:08 out of curiosity, is it inherently illegal or is it only illegal if the multiple plates don't all point back to the vehicle they're attached to? Eg. You have a flipper that has State plates and EU plates but both track back to the vehicle it is mounted on. At that point you are not deliberately avoiding detection, simply making it easier to have the correct plates on your vehicle at all times. Very VERY niche, but a flipper doesn't inherently seem illegal in and of itself. Sort of like possessing a lighter doesn't inherently make someone a smoker (incense and candles are a thing after all).

    The flame throwers that are legal use propane or gasoline. Military flame throwers use stickier napalm-life liquids.
    Yes, you can buy a flame thrower. Their most common uses are in agriculture and cooking (no, I'm not joking. Steak searing devices generally fit the flamethrower definition). My many proposed definitions of flame thrower, oxy-acetaline torches and lighters fit.
    The reason flame throwers are not banned is because its virtually impossible to make a distinction between necessary tools and a super impractical weaponized "flamethrower".

    The terminology rolling coal has always cracked me up, because you can make petrol from cracking coal from cracking coal but you cannot get diesel from coal. Only crude oil.

    Ural Motorcycles used to sell their bikes with machine gun mounts installed from the factory to civilians. Now you have to buy the mount separately and install it yourself.

    It would be interesting to see how vehicle light use varies from country to country, or even state to state. For example, here in Alberta, Canada, volunteer firefighters can have a green light on their vehicle that gives them right of way, and hearses have purple lights that show they're the head of a funeral procession.

    At 11 minutes in I just realized how everything legal-related he says is somewhat ambiguous and open to all possibilities on purpose. "Impersonating a police officer can easily be a felony".
    In casual conversations I've always heard people say things to the effect of: "Oh, yeah, that's a felony" or "Isn't that a felony?"
    I mean, it makes legal sense to be covering yourself legally when discussing topics about legality.... It's like this dude does work in the legal industry..? Hmm.

    Something like the license plate blocker... a motorcyclist was arrested in NY for having a flip up license plate for shipping tolls.... he was charged with possession of theive's tools

    Late to the party, but fun technicality here.
    If your car is parked on a California street, and covered by a car cover, the license plate does not have to be visible through or around the car cover.

    BTW, most states (all?) make nitrous oxide illegal because you are carrying a high pressure gas cylinder in the car. In Maryland, if you have N2O system, you must have some sort of sticker on your car - and you cannot have a connected bottle... You can only transport the bottle to and from race tracks and get them filled at speed shops etc. And I did have a friend get pulled over for accelerating too quickly and the police office spent half an hour trying to find the hidden nitrous system. There was none and my friend took it as a mark of pride - as quick as a nitrous car.... but no nitrous :)
    As for emissions - N2O system, while not activated do not affect emissions. Also, on most cars, full throttle acceleration is also not covered by emissions (unless you have a very low powered car and need full throttle to meet the drive cycle). The way tuners get around emission laws is precisely only modifying full throttle performance and leaving the day to day driving emissions 100% stock. I think only California requires a certification that normal driving emissions are not affected. Not to mention, old cars - I think 1966 and older - are not covered by emissions. Makes 66 and older cars that much more popular.

    New theft detterent device:
    Drone Swarm that summons the following life forms - Bees, Hornets, Wolves, Bears, the entire population of blackbirds in your state.
    The premium version summons federally protected animals, which the list would include the following - Flordia Panthers, Florida Manatees, Red wolves, California Condors, LOGGERHEAD TURTLES, and for sake of argument... Bald Eagles.
    Captain Planet probably has this as a car alarm, and nobody seems to want to go down this rabbit hole.
    Mr. Legal Eagle, can you make a hypothetical video on this hypothetical car alarm system and what the fines would be if a person broke into a vehicle that summoned all of the federally protected species to act as a deterrent?
    The next one would be much worse however.

    So the thing about diesels blowing black smoke is they increase the fuel map and don't compensate with boost, thus making it run pig rich. After doing this they delete the emmisions system. A gas engine running rich will put off a small puff of black smoke. A diesel engine running rich billows smoke.

    The "rolling coal" thing does not necessarily require modifications older(pre emissions/DEF) diesel engines roll black smoke without "illegal" modifications

    The only way I know of that an exhaust cut out is legal, the car had to be made without the emissions equipment, and they still have to go to a form of muffler. The old school "leg pipes" are technically a muffler, and on some old cruisers folks would install them with a cutout, while having another set of quieter mufflers still under the car.
    Got a 1953 oldsmobile F85? Great! stick leg pipes on it and you can run a cutout. Got a 1976 Challenger? Ooops, those have emissions (factory) and a cutout is a no-go
