Christ, yeah, no this is just completely busted. Barely any cds at all, bypass guards, gb combo extender + grabs, hell. If you wanted to just camp and spam aeriel1 and 4, there'd be no consequences at all.

My least favorite characters are the ones with freakin cutscene abilities. I believe an ability should simply be one action, not a sequence of attacks that takes 8 seconds to finish, especially when the combos take you all over the place. That kind of power creep began big time with TS Luffy, who had two base moves that stuck him in the air instantly, making it SUPER annoying to punish him. And when there are characters who are stuck on the ground during combos who can be easily interrupted, it is far too unbalanced. I get that this video wasn't intended to show off a balanced concept (if it was intending to appear balanced, it did fail horrendously), but it absolutely bothers me when characters like Ishtar exist who have such long animations.

Ishtar animations are not that long,, and she don't have cutscene moves. The annoying ones are like Broly, where his rush lasts 10 seconds

What I meant by cutscene though is that you have no option but to wait for them to finish. You can't interrupt Ishtar in the middle of the air or punish her until she is done with the attack. Then her second aerial move. And then the combo move that turns aerial.
An example of the worst kind of character like this is the new addition, Raikage. He has two grabs, and one lasts for a whole three seconds. And his combos are fully true. Not to mention his ult... I count two moves with full "cutscene" sequences where you cannot retaliate at all.
