If you were not eligible first and so didn't apply. And now you are then the application is through the same website..

If you not qualified currently and if the qualification criteria is reduced you can apply that time.

Can I participate in AI round 2 without losing my fees?

Answer from Dr Ichita 👉🏻
Upgradation seat means participating in 2nd round of state counseling?
If he has not been allotted any seat/didn't join the college in AI round 1 (took free exit)
And in round 2 also, didn't get any seat, then fees will be refunded.
If he is alloted a seat in round 2, then he has to join or else fees won't be refunded.
If he joins, this fees will be added to his tuition fee for admission that year.
