It's not unusual. But take into consideration that there are very little black Catholics and humans are incline to pattern recognition. It is more familiar to go where people look like you. The people should simply get out of their comfort zones. It's that simple. This fraternity is based on a modern fallacy.
Catholic parishes tend to have a lot of diversity. However, it can be the case for some parishes to have a majority of its members of a minority group, which is only natural since minorities stick together for survival and community. The fraternal organization spoken of above was started to help the African Catholic community because they were, at the time, being denied membership in other lay fraternal organizations in those local areas. Forbidding membership to the black community was and always has been forbidden by the Holy See; however, these things have happened nonetheless as history is not easily fit into a box. The Knights of St Peter Claver have always been open to everyone regardless of race, so it is not exclusive to the black community. After all, their patron saint and several founding members were white.
