Already I have made a video about Lunex university which is a private university. Moreover, my priority is to find affordable and great universities and not just any university. However, if you get admission, you must apply for the diploma to be registered in the higher education section of the register of certificates kept by the Ministry of Higher Education and Research in Luxembourg. Can you apply for a visa without an admission offer? what is the basis of the visa then? Temporary authorisation to stay is applied after you may have gained admission. If you are applying for a bachelors degree programme at the university of Luxembourg you have to first apply for the recognition of your high school certificate with the Luxembourg ministry of education but if you are applying for a master's degree programme you just need to upload your original copies of educational qualifications then after you may have secured an admission you will apply for the registration of your certificate at the ministry of education Luxembourg. Just search the university of Luxembourg on Google and navigate through the website to find what you want.
